Manager, Tribal FishCo, LLC

NOTE: Tribal FishCo, LLC is an entity separate from the Columbia River Inter-Tribal Fish Commission. CRITFC is tasked with helping with the organization and establishment of the framework for this independent intertribal endeavor. The Tribal FishCo LLC manager position reports directly to the LLC's Board of Advisors, which consists of representatives from all four partner tribes.

Tribal FishCo, LLC is a limited liability company formed in the State of Washington by the Confederated Tribes of the Warm Springs Reservation of Oregon, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes and Bands of the Yakama Nation, and the Nez Perce Tribe. The primary purpose of Tribal FishCo, LLC is to operate and maintain the East White Salmon Fish Processing Facility constructed by the U.S. Army Corps of Engineers pursuant to Title IV of P.L. 100-581 and located in White Salmon, Washington, and to process, transport and sell treaty-harvested fish. Tribal FishCo, LLC is set up as a manager-run company. The manager is the CEO of the company and, subject to the direction and control of the Board of Advisors as required to comply with Section 7873 of the Internal Revenue code and the company’s LLC agreement, is responsible for carrying-out the company’s business. The manager must be experienced in managing and operating a fish processing plant and in marketing.

Position Details
Essential Job Functions
Specific duties of this position include, but are not limited to:
  1. Carry-out general supervision and conduct of Tribal FishCo LLC's business and affairs.
  2. Take all actions necessary to keep the company operating as a LLC in compliance with the Tribal FishCo LLC "LLC Agreement"; the Contract and Annual Funding Agreement between Tribal FishCo LLC and the Bureau of Indian Affairs under the Indian Self-Determination and Education Assistance Act, P.L. 93-638, as amended; and applicable law.
  3. Maintain bank accounts, make payments, borrow money, make investments, prepare financial reports and coordinate independent audits of company records.
  4. Deal with, and/or contract for legal services to deal with legal issues.
  5. Purchase and lease property and services; maintain, improve and sell property.
  6. Enter and carry out contracts and grants.
  7. Maintain the company's books and records, including capital accounts.
  8. Make all required reports and filings.
  9. Exercise discretion and independent judgment with respect to significant matters, as consistent with the company's LLC Agreement.
  10. Provide strategic financial and business planning input and leadership on decision making issues affecting start up operations at the East White Salmon facility, including development of an updated business plan and obtaining a waste water treatment permit.
Job Requirements/Qualifications
  1. Experience managing and operating a fish (or seafood) processing plant is an essential requirement for this position.
  2. Experience managing successful startup operations of a LLC or similar entity.
  3. At least five to seven years fish processing and marketing experience, including experience with fish processing and refrigeration equipment.
  4. Fiscal control, bookkeeping and accounting experience or experience outsourcing these services.
  5. Fundraising and capital acquisition experience.
  6. Business plan development and implementation experience.
  7. Strong leadership and project management skills.
  8. Excellent communication skills, including verbal and written, active listening and public presentation skills.
  9. Strong computer skills including web based research, word processing, database management, e-mail, accounting software, and Microsoft Office programs, include Excel.
  10. Ability to accomplish multiple and complex tasks simultaneously.
  11. Energetic and creative individual with high professional standards and who can relate to the Native American community at all levels.
  12. Valid Drivers License, and must be eligible to be an insured driver and remain so during the course of employment.
  13. Successful completion of a background investigation including, but not limited to, employment and personal reference checks, driving record, criminal record.

Working Conditions

Physical mobility and agility to operate and maintain fish processing facility and equipment; mobility in various physical environments including indoor office, plant and outdoor field environments. Ability to push, pull, and carry maximum allowable loads. Some travel may be required.

Equipment Used

Office equipment including, computer, phone, fax, copy machine. Fish processing equipment including, ice machine, freezer, blast freezer, refrigeration, fork lift, pumps.
