Fish Passage Scientist

The Fish Passage Scientist works in collaboration with CRITFC staff across departments, with tribal technical and policy representatives, and with other regional management agencies, researchers and organizations such as, state fish agencies, the Northwest Power and Conservation Council, the Army Corps of Engineers, Bonneville Power Administration, Bureau of Reclamation and Federal Energy Regulatory Commission. The incumbent has strong quantitative and qualitative biological skills. Areas of focus include fish passage, aquatic ecology, water management and climate change as elements in the restoration of Columbia Basin anadromous fishery resources.
Position Details
Essential Job Functions
Specific duties of this position include, but are not limited to:
  1. Assist the tribes in technical review of major regional proposals and processes to improve water quality, fish passage and survival of anadromous fish through the Columbia River hydropower system. Processes include annual operations for the Federal Columbia River Power System, the Columbia River Treaty, relicensing proceedings and implementation of agreements for the operation Federal Energy Regulatory hydro projects.
  2. Coordinate and evaluate technical analyses with CRITFC staff and tribal attorneys to establish and implement strategies for the Columbia Basin Fish Accords, various biological opinions, restoration plans and water use proposals.
  3. As appropriate, represent CRITFC and member tribes and track regional forums such as the Army Corps of Engineers Anadromous Fish Evaluation Program and the 15 U.S. Tribes caucus in the Columbia River Treaty review.
  4. Prepare written comments, status reports and oral presentations in response to various technical documents, including NEPA publications and biological opinions.
  5. Provide analyses characterizing the effects to mainstem ecology, including fish production, as a result of climate change
  6. Present tribal scientific analyses on mainstem ecology and fisheries to the CRITFC Commission and regional entities including scientific panels, conferences, workshops and the general public.
  7. Prepare materials and testimony as appropriate in support of tribal litigation.
  8. Engage in fieldwork as necessary (e.g. dam inspections, adult and juvenile habitat surveys).
Job Requirements/Qualifications
Specific qualifications of this position include, but are not limited to:
  1. Masters Degree in biological sciences or related field is required with a background in fisheries ecology and hydrology preferred. Appropriate work experience may substitute for formal education.
  2. Knowledge of salmonids, Pacific lamprey and sturgeon life history, research and status in the Columbia River Basin
  3. Ability to communicate orally and in writing with policy makers, legal and technical staff and the general public
  4. Ability to distill complex scientific data into general concepts and present oral and written findings to a variety of audiences
  5. Valid driver’s license and insurable driving record

In addition, the following qualifications are desired:

  1. Knowledge of tribal treaty fishing rights and importance of salmon, lamprey and sturgeon to tribal culture
  2. Experience with natural resources modeling, natural resources management and statistics.
  3. Ability to understand climate change models and relate model results to the survival of anadromous fish
  4. Ability to understand physical hydrologic models and relate the results to the effects on anadromous fish populations
  5. Experience with FERC hydropower licensing proceedings
  6. Experience with developing and managing budgets and contracts
  7. Ability to work collaboratively with tribal technical and policy representatives and representatives from other agencies in a team environment
  8. Ability to resolve conflict and build consensus

This position reports to the Fish Management Department Manager.
Supervision Given
This position has no supervisory duties.
Working Conditions

Must be able to travel as required. Most travel is in Oregon, Washington and Idaho and by motor vehicle. Work is conducted in both a normal office setting and in the field. The demands of the work may result in periods of high stress. The incumbent may have to serve as an expert witness in litigation.

CRITFC Motor Vehicle Policy:
The driver operating a CRITFC vehicle or their own private vehicle for business related purposes shall be in possession of a valid, unrestricted current driver’s license, or other operator’s license, as required by law; and be eligible for coverage under CRITFC’s Motor Vehicle insurance policy. Upon request, CRITFC’s Motor Vehicle policy is available to applicants to review the required criteria.
