Quantitative Fishery Scientist

The CRITFC seeks a fishery scientist with a strong background in statistics and population dynamics to lead research efforts in the production and restoration of salmonids in the Columbia Basin. The incumbent will play a leading role in a program of several projects, mostly related to productivity and survival of salmonids and related ecosystem conditions. The position offers exceptional opportunities to develop, in collaboration with researchers from other agencies and universities, integrative approaches to important fish restoration issues.

The incumbent will focus primarily on research within the area of reproductive biology and ecology as it relates specifically to anadromous species, with an emphasis on salmon. Responsibilities will include the development of quantitative methods of estimating factors limiting productivity and recovery of fish in disturbed ecosystems, analysis of tagged fish databases, and ESA-related issues. Critical research areas and needs are to develop quantitative models and statistical tools with relation to population abundance, and changes to population trajectories over time. These will account for the entire life cycle of the species being modeled and include habitat effects, ocean effects and migration pathways that the species being analyzed follows.

The responsibilities of the incumbent include developing research ideas into fundable proposals that satisfy tribal fishery needs, preparing plans, negotiating and managing contracts and budgets, handling and analyzing data, directly or indirectly supervising several regular and temporary staff and subcontractors, identifying and obtaining tribal policy decisions regarding the conduct of these projects, coordinating with staff of all tribes and agencies, , and generally ensuring that contract obligations are satisfied and that tribal objectives are furthered. The incumbent will clearly communicate—orally and in writing—the needs and results of the projects to CRITFC commissioners and staff, the tribes, the public, and the professional community, including publications in peer-reviewed journals. He/she will assist CRITFC and tribal staff in resolving policy, technical and administrative issues related to areas of personal responsibility and expertise, as needs/opportunities arise.

The Fishery Science Department has relevant research strengths in several areas including evolutionary ecology, fisheries science, population genetics, habitat management and aquaculture. The department has strong research ties with the University of Idaho. Collaborative research with university scientists is strongly encouraged.

Essential Job Functions
Specific duties of this position include, but are not limited to:
  1. Analyze both quantitative and qualitative information related to fisheries harvest, fish production and ecology using specialized computer applications (e.g. C++, Visual Basic or R)
  2. Manage databases, analyze archived data, and prepare reports and publications.
  3. Prepare grant proposals and implement research plans, contracts, and budgets.
  4. Clearly communicate – through writing, graphics, and speaking – technical information to audiences ranging from laymen to policymakers and scientists.
  5. Coordinate activities among other tribal/CRITFC staff and external agencies, including participation on technical and management committees.
  6. Participate on multi-disciplinary teams addressing various ecological problems.
  7. Supervise the activities of regular and temporary project employees.
  8. Assist CRITFC and tribal staff to resolve issues related to areas of expertise.
Job Requirements/Qualifications
Specific qualifications of this position include, but are not limited to:
  1. Ph.D. or equivalent combination of education and experience, in quantitative ecology, applied mathematics, eco-informatics, statistics, or a related natural resource discipline with a strong quantitative background in statistics and ecological modelling.
  2. Strong initiative and the ability to complete projects both independently and as a team member.
  3. Creative thinking and the ability to resolve problems.
  4. Ability to communicate clearly, easily, and accurately to diverse audiences, both orally and in writing.
  5. Ability to manage and analyze both quantitative and qualitative information, using computer applications.
  6. Ability to negotiate contract work statements and budgets with funding organizations and peer-reviewers.
  7. Excellent scientific record, including publication in the peer-reviewed literature
  8. Ability and willingness to develop a strong academic profile at a regional level while maintaining the fisheries expertise needed within the tribal technical community.
  9. Ability to promote interdisciplinary research and to communicate research findings to a broad public.
  10. Broad knowledge of salmon ecology and an ability to conduct field studies.
  11. Experience building computer models, including database management skills and programming skills in high- level languages.
  12. A valid driver’s license.

Working Conditions
Mostly office-oriented. However, field work may occasionally be necessary and can require long hours and strenuous physical activity.
