Comments on Proposed Reductions to Summer Spill Regime

Abstract

These comments, submitted on April 8, 2004, respond to the Bonneville Power Administration and Army Corps of Engineers' proposal to reduce or eliminate the summer spill regime at several federal dams in the Columbia River Basin. "Spill" occurs when water is allowed to pass over a hydropower dam rather than through the energy turbines and is used to aid juvenile salmon migrating downstream to pass the dam without having to go through the turbine. The Bonneville Power Administration and Army Corps of Engineers proposed to curtail and eliminate spill in the months of July and August in order to allow more water to pass through the turbines, thereby creating additional energy and allowing for additional agency revenue. The Commission's comments discuss the importance of and rationale for continuing summer spill and identify the errors in the agencies' analysis of salmon loss estimates as a result of the spill curtailment. The comments also speak to the adequacy and effectiveness of proposed "offset" measures offered as mitigation for the spill curtailment's effects.
